    1. Make sure the Workstation service is started cause the netlogon service is only started when it's needed and is usually set to manual.
    2. Disable any Internet security or firewall software such as Norton Internet Security so it's not blocking your request silently.
    3. Browse the system name directly e.g.. \\ for example \\Marysdell
    4. Run the network setup wizard to enable File and Printer sharing. Find out what the actual workgroup name is first from the receiving computer as you'll need it.
    5. Make sure you're on the correct wireless network if that's applicable.

I have done these before even I have restarted workstation services, I have change a Local security policy "Network access: Sharing and security model for local account Classic-local user authenticate as themselves" but still problem didn't resolve.

If you are using multiple workgroups, then the following rules must be met:

    - There must be at least one computer available (and on) in each workgroup that can act as the Browse Master.
    - The Client for Microsoft Networks must be installed.
    - The NetBIOS protocol must be enabled.
    - File and Printer Sharing must be enabled.

Go to a command prompt and type
    NET VIEW /WORKGROUP:"Workgroup Name"
Where Workgroup Name is the name of the workgroup. You should see a browse list from the master browser.

Go to a command prompt and type
    NET CONFIG WORKSTATION
And you should see the active NetBIOS information.
