I am looking to find out if anyone knows what the legal amount of late rent fee is allowable by law in NH and how late the payment must be to charge the tenant.

My research indicates late fees after 3 days - or sooner if both parties agree - at a rate/charge set by the landlord. There does not appear to be a law governing the late fee.
