Legal timeframe for paying back credit card debt
I owed a debt on a credit card dating back to the year 1995 can a collection agency now legally force me to repay the debt

When was the last time you paid on the card ?

But if it has been that long, while the SOL varies by county and if in the US by state, this would be over any limit if there has been no payments during that time.

Now that does not mean you don't owe it, and it does not mean they can not call you daily, mail you letters and more, it just means you can't be sued ( well you can't be sued and they win) many of these try to sue, hoping you won't show up or contest it.

    Absolutely NOT.

The statute of limitations has pass, it is over probably 5 to 8 years ago. It means that they can not file lawsuit and win a judgment IF you show up in court and tell the judge that the SOL is over.

The reporting time is also over (7 years) so they can not legally list the account in your credit report.

About the calling thing if they are giving you a hard time with the phone the only thing you have to do to stop them is sending a certified letter directing them to never call you again.
After they get the letter they have to stop the calls or you can sue them for violations of the Fair Debt Collections Act, it is 1,000 dollar a call in statutory damages.
