Curling tongs are a good option. Or even rollers.
I love rollers! They give lots of volume (depending on the size of them). Soft, loose curls look good on short hair. :)
To give your hair shine you can buy hair shine sprays or pomades.

The smaller the rollers, the more small, tight curls you'll get. Bigger rollers give a more looser curl with lots of volume.
Have you tried looking on Ebay for them? You can also purchase heated rollers. Those are just put into dry hair, left till the rollers cool, then take them out.
If you're worried about chemicals, then just use a very small amount of coconut or olive oil. :)
