When I drink alcohol I sometimes go red and blotchy and my breathing becomes heavy

You are retaining way too much fluid in your system hence the heavy breathing.

I would go so far as to say that you are retaining fluid in your system. This sounds more like an allergic reaction called anaphylaxis. It is possible that you are having an anaphylactic reaction to the alcohol. This could become serious and life threatening if you continue drinking. I suggest you get tested for a suspected allergy to alcohol.
