How can someone under 18 get their own parental rights

Get emancipated. I'm not sure what the laws state where you are, but you can get emancipated from your parents

Power of Attorney has nothing to do with this situation. It varies from State to State but a P/A is a signed document by which one person gives another person authority to act on behalf of the first person, make decisions for the first person. It would make no sense to give yourself P/A over yourself.

You also can't be your own Guardian.

You are talking about emancipation - it varies from State to State. I'm quoting myself here:

Emancipation allows people under the legal age to be freed from the custody and control of their parents or guardian. To become emancipated you can get married (which often requires parental permission), join the Military (also requires parental permission) or go to Court and have a Judge declare you emancipated. Your parents or legal guardian can contest the emancipation. They must receive notice of the hearing.

It varies from State to State and I do not know where you are. In “many” States you must meet the following conditions in order to be emancipated: over the age of 14; living apart from your parents or guardians with their consent (you cannot be a runaway); you must be able to prove you have a legal source of income, sufficient to support yourself, and you must be managing your own bills and living expenses at the time of filing; the Judge must decide it is in your best interest to be emancipated. The Judge can order that you complete your high school education.
