Where would I go to ask about removing bottom paint on a boat??

This would probably be the best place for a question of that type.

First off we need to know what material the hull of the boat is made of.

Sorry I've been sanding the bottom of my 23 foot Contender Fiberglass boat.

Many fiberglass boats aren';t actually painted, the color is part of the gel coat. If you sand the old finish fairly smooth it isn't necessary to remove it all of the way, just apply the new paint over the old. I assume you know that there is special paint for underwater boat hulls.
