    Smelly water
Every Time I Do A Load Of Laundry Foul Smelling Water Comes Out Of The Top Of The Sewer Cover. I've Had It Pumped Even Though I Was Told It Didn't Need To. I Was Told That It Might Be The Tree Roots Have Grown Around The Pvc Lines.

This sounds more like the drain field's loaded up and can't accept any more so the septic tank fills up and runs over.
Have your drain field checked. Good luck. Tom

Welcome to the county and having a septic system. It can be several things,
    1. does it do it all the time, was it taking the higher wash loads before.

I ask this because even a good system will be limited to the water load if there is not enough drain field area.

But most likely you have gotten roots and/or blockage into the drain field. When they pumped before, did they check the baffles in the septic tank to be sure they are in place. ** baffles keeps solids out of drain fields.

But if they are bad, you will have to dig out the old most likely and put new drain fields in place. In most places an inspector will come out and lay out where they want them to run.
