My partner privously was in another relationship they had a child which he thought was his but turned out not to be, but the child had his surname how can he get that child's suname changed from his surname.

He can ask the mom to cooperate and if she doesn't he can ask the courts to change the surname to that of mothers maiden name. Either way he's going to have to go through the court system for the name change.
