    "I am a Jamaican citizen married a U.S. citizen I received a conditional permanent resident in 2005 and removed the on conditions in 2007, but my children who came a year after they still has conditional permanent resident. I am getting ready to fill form I-751 on their behalf. my questions are:-

    1.what documents do I need to send?

    2.what kind of explanation to I need to"

    If you mean alien who become US citizen, one must have Certificate of Naturalization, and US passport.

    If you mean legal resident, it's different... that includes Lawful Permanent Resident (LPR) or known as green card holders.

    People in both categories have social security numbers and state issued driver's licenses. Since 9/11 the government does not allow visitors on short term visas to obtain state issued driver's license, only LPR and those with employment visas are eligible to get ones, plus there is new condition upon renewal that the individual must provide proof of legal status, and DMV must verify this info with DHS & USCIS before renewal.

    Then again people who cannot have driver's licenses and US passport could be US citizens who owe child support, restitutions, or any government loans.
