How do I prevent all users in a site to not be able to change the desktop background and screen saver?

You will find it under the User Configuration, Administrative Templates, Control Panel, Display portion of the GP. Remember that you can add or remove templates as needed from the Administrative Templates section. If you do not see the options that you need, you probably do not have the right template loaded. You may load multiple templates at a time.
