No, a private citizen can not access the NCIC computer record. And the police officer who took the report does not put it on NCIC anyway, he gives the police report to his supervisor who reviews it and gives it to the office worker at the NCIC terminal.
Now often the first basic info is done from the primary report on the call in, to get it in the system fast.
But if you wish to be sure it is correctly in the system, you go down to the police station and talk with the office staff.
The local police will have this information for you. If you have any idea where the thieves took the car that would help them in the recovery be sure to give them that information. I had my Jeep stolen and suspected it was taken to a certain big city. Sure enough, it was stopped and the thieves arrested. My car was towed to an impound lot as I could not make it to where the police had stopped it at 3AM and bring it home. Hopefully your car will turn up in one piece. I only had a smashed windshield and dent in the nerf bar on one side.
