My brother had a baby in the state of Texas. He now resides in GA.This was the result of a one night stand. The mother of the child went on government benefits, and now he is having to pay CS. He has total disinterest in this baby, and refuses to be a part of the child's life. He wants to terminate his parental rights as a father. Can he do that? What would he need to do?
