Why wouldn't it be better to have heat pump generated heat/ac than electric baseboard heat and CAC in a North Carolina home?

A heat pump consumes less electric per BTU output than base board.
If that is so, why isn't it required in N.C. for all new construction? And how can I get it for my new home?Quote:

Call your state rep and ask that question. NO law on the books require it.

If you have any money left after your new home purchase buy one and put it in.
Its called the pork barrel and our government loves it. The electric company will take it any way they can get it. They say if you buy a high SEER system you will get a tax cut, but when it comes down to it only a very few will qualify(all brands and make) using their rules.
Thnaks. That being the case. Can either of you or anyone else put me on the right track to getting my new home photovolted or solar panelled. Its hard to find residential stuff and I get confused between NCGreen and Duke energy's sites.
