When I turn the thermostat to cool, I do not hear the unit outside kicking on. I went outside and I can hear a humming noise and that's all. Just a few weeks ago It would kick on and off every few seconds or so. Could it be a fuse? Could it be an easy fix? :(

Check fuses and circuit breakers inside and out.

If it was kicking on and off every few seconds before it quit I would say you have a refrigerant leak and its bad low or you have a time delay going bad on the condensing unit. Have you had to add refrigerant to the system before?
