    Hi
    I am a student getting a taxable fellowship. I have been receiving some amount since I came here in August 2007. I applied for ITIN three times before as I am not eligible for SSN,but all of them were rejected, since the employee in school disbursement office always forgot something. I applied it by myself this time 20 days ago, but it will probably not be ready by April 15. By the way, school sent me 1040S to file a taxreturn by April 15. In the school tax return preparation system, there is an option saying "applied for ITIN". When I choose it, it says "you must send your apllication receipt with your tax retun". I do not have such a receipt. I called IRS for the receipt, but a woman told me that I could not file a tax return without SSN/ITIN. I am very confused right now. I will be glad if someone can help me.

    If you have F1, you can get SSN. Go to the Social Security Administration Office.

    Also if you don't have SSN/ITIN, you can file your tax return.
