I moved to lexington, KY last year, and now I see local income tax (box 19) on my W2. Is it meant to be filed with KY state tax return? Is it even eligible for refund like state tax?

Box 19 is for local, city, or other state taxes. Is there any description in your box 19 for what this is for? You could also ask your payroll department about it.
Not sure what you mean about it being "eligible for refund like state tax" - are you asking is it deductible from your federal tax?
