How can I view a copy of a cell phone bill if it's not in my name?

Ask the person whose bill it is to showyou a copy of it.

You can not look at other peoples phone bills without their permission

it is in my husband name and he has a password on the bill

One would have to ask why you need to see your husbands phone bill, and why you are uncomfortable asking him to see it. Maybe your question should be addressed in the Relationship or Marriage section of the help desk. Best to you anyway :-)
