We have a fairly new home (built in 2000) and want to finish our basement bath. We have a daylight basement. It has the rough in plumbing, but it also has an open section of concrete in the middle of the floor (it is just dirt with a two pvc pipes sticking up). We have never had any water issues. Is a sump pump necessary? What would it take to finish off the plumbing?

The open section of concrete with pipes sticking out is probably the tub/shower drain and vent (what size are these pipes? ). It is conventional to leave a boxout (called a dapout box) in the floor for access to drain pipes in the future.

I cannot say whether a sump pump is necessary... that depends on your home, your neighborhood.. that kind of stuff. If you plan on finishing entire basement then I would explore the need for sump pump and water heater burst protection (floodstop type shutoff installation at heater).

To finish the plumbing off I have to figure that water pipes will need to be run (I recommend PEX pipes for this... look online at pex pipe/fittings) and vents will need to be connected and run to larger vent in basement or at attic. Then of course, finish installation of all fixtures/shutoffs and maybe shower door if installing angle shower or similar.
