My Spouse and I would stay in US for 200 days in 2008.

My parents are on a tourist Visa here and would stay for 100 days.

Can I claim them as dependents in my 2008 Tax file?

You yourself are nonresident. All of you are nonresidents so you can not claim any of them as dependent.
