The guy downstairs leaves his fan on 24/7, whether he's home or not, leaving it to hum through my floor. It's very annoying, but he won't do anything about it.

Is there a powerful remote (his has a remote) that will go through his ceiling and turn it off?
TV begone... that kind of idea.

Any ideas anyone?

Did you discuss this with him in a respectful manner?
How much hum can a ceiling fan produce?
May be the fitting to the ceiling can be improved with materials that dampen the vibrations more.
Do you know if the fan is properly balanced?
I suggest you use earplugs till you two come to a compromise...

Good suggestion re the dampening material. I'll suggest that to the board..

The Co-op board had to get involved as he won't budge. Asked him over for a drink, couple of nice notes, tried everything, but he's being an about it.

The fan sounds balanced, just that hum that small motors can make if they touch something and the vibration gets going.

I wonder if anyone else has had this issue...

First of all, it sounds as though the fan is installed improperly. No fan should make an audible hum from anywhere. Often times people neglect to install the vibration isolating material. Even a few rubber washers between the mounting bracket and ceiling fan make all the difference. See:

Second of all, cheap fans often don't include enough vibration isolating material. You can try adding stuff as mentioned in the link above, but a cheap fan will always be a cheap fan. A better one will be silent.

In answer to your original question, if it is a remote fan, you might be able to find a remote that can match it. Find out the brand and if it's a remote fan.
