14.5 hp Briggs I/c ohv very slow and intermittent turn over
	
	
		The engine is on a 2000 model yard machine 42" cut riding mower and was given to me.  I was told that it probably just needed the valves adjusted as had been done before and it ran fine.  Well, I adjusted the valves; intake - .005", exhaust - .007", with the piston at 
1/4" top dead center.  The engine still doesn't run and is very slow to turn over.  It will turn over a very little bit and then stop and if I keep trying to start it will repeat the same process; turn a little bit and then stop.  The starter squeals a bit while trying to start the engine.  Any help.  Thanks.
