I assume you speak of the C drive and not of the CD drive...
Did it ever work properly before?
If yes what may have caused this change?
Was the anti-virus software running in the background?
Did you perhaps had mechanical problems (drop)
What OS are you running on C?
Is there another OS on another drive?
Do you have the CD with the original Windows XP Operating System on it? If so insert it when you turn your PC on, go to setup, and go for repair.
Alternatively if you have a (stiffy) start-up disk you can check your hard drive.
    What about a recovery disk?
With the little info you provided it is hard to make any other suggestions.

Alternatives : If you can get in, go to 'run' and type "cmd". This should get you to the DOS command line.
If not boot up from A: change to c: and type 'dir'. Check if there is a Windows directory.
Or type from either c: or a: "chkdsk/f" and let it check your disk - if still possible.
Or type from a: "fdisk". Just CHECK : do not really reformat, as all data will be destroyed.

Hm.. try typing "c:\" (without the hyphens) into the address bar in My Computer
Also you can open any other folder and click on the icon with the folder on it next to the forward button and keep clicking till you reach c:\
Sounds like window's instruction on how to handle harddisks got deleted (complicated to get back)

Also do a virus scan just in case

It does sound like somehow your assocations have gotten messed up. Try doing a Repair, Boot to your XP CD and run the Repair option.
