    Hi, I am j1 visa holder, a non-resident alien for tax putposes. I live in nj, have no income, and work in nyc. I should fill out it 203. But should I fill out nj1040 or nj1040nr?

    You should file form NJ-1040. This is the form for NJ residents, which is what NJ considers you if you live in NJ. The NJ-1040NR is for people who work in NJ but are not a resident of NJ.

    Thank you very much, one more question. There is tax-treaty between the country from where I am, Armenia, and US. I exempt this amount from my federal and NY incomes. Can I exempt this tax exempt amount also from NJ form?

    I don't know how the tax treaty with Armenia works, but I would think that however you showed your income being exempt for NY is also how you would show it for NJ. You are way beyond my expertise here!
