    Hello,
    This time I would like to know if I could file for a social security and Medicare refund, for the year of 2006, even though I had an income less than $3,000, and I did not filed any taxes for that same year!

    Assuming you are talking about the stimulus payments (or rebates) - they will be based on your 2007 tax filing, not 2006. If you have income of at least $3K that was either social security of earned income, you can get a rebate. But you must file a 2007 tax return. The IRS suggests you file form 1040A, even though you may not owe any taxes. See the following for details:

    Are you a nonresident on exempt status? What is your visa type?

    Yes, I am under F-1 visa, but working under my OPT!
    And in 2006, I was working on campus.
