I live in California and I have a judgment against me for a personal loan of $4000. Can I wait for the judgment to be paid out of my estate or when I sell my house? Will the debt increase or stay the same?

Depends on the terms of the debt. Most likely interest and fees will continue to accrue against it if unpaid. If you have no other assets that they can garnish, then you may have to wait.
Let me see can you ignore a court order to pay a debt ? Well I guess you can, of course they can try to garnish your pay, attach your bank accounts, put a lien on other property and so on.
