    Toilet not flushing
    When we flush our toilets nothing solid, or even toilet paper will flush down without pouring a bucket of water into the toilet. Even then the bowl does not completely flush. One toilet is older but my husband just installed a new one and it does the same as the old

    Obviously the tank is not filling with water, check the lines leading to the toilet, as well as the seals within the toilet that let out into the bowl.

    Questions

    What floor are these toilets on? Is this a slab home (no basement)? Everything else draining well? Are the toilet tanks filling with water up to within 1" of the overflow pipe in center of toilet tank (see pics.)? Are the refill tubes from the fill valves stuck down or attached to the overflow pipe as in the 2 pictures below (newer toilet should look lile first pic. Older style may look like pic.2 or may just be older version of pic.1).

    Is there enough "hang time" on the flapper? That is, when flushing toilet handle does the flapper remain up long enough to complete the flush? Test this by flushing tank and then holding the flapper up longer then it would normally stay up...did that improve the flush?? If so, then need to adjust the flapper chain so less jiggle in the handle (set chain so only has 1/4" play).

    Try this, check refill tubes, and then...
