Are withdrawals from retirement accounts listed as capital gains?

No - if you are talking about a withdrawal from an IRA you show it on line 15 of form 1040 ("IRA Distributions"), and if it's a withdrawal from a 401(k) you report it on line 16 ("Pensions and annuities"). If you owe an early withdrawal penalty you show that on line 60 ("Additional tax on IRAs, other qualified retirement plans, etc.").
