I have 150 Amp svc, #01 Copper to meter, all usual American appliances..
When the dryer, or A//c comes on, lights blink, and seems at times, will get a blink, when doing nothing, Could a neighbors stuff cause this.?

This is probably caused by a voltage spike, or "surge" back in the generating station-in some cases, such surges can be traced back to Niagara Falls' generating facility. I couldn't say there is a whole-house surge protector, one can only install individual protectors for such things as computers.
