Today this morning my 5 moths old morkie(yorkie/maltese mix) got neutered its now about 11:30 pm about every 20 seconds or so while he's sleeping.. and awake it almost seems like a shiver and he shakes it goes down his whole body and then it stops and he does it again a few minutes or seconds later.. is there something wrong?

My doggy did that. I think she is just sleeping through the discomfort... Is your doggy taking the meds?

And every vet that I called wouldn't do nueter or spay younger than 6 months...

Well the vet told me to make sure he eats something and then wait abut a half hour to give him his meds so he just ate now I'm waiting

I'm sure he'll be fine.

It could be a reaction to the anesthetic, if they used any. You might want to call the vet and describe the symptom and see what they say. It will probably go away in the near future without you doing anything.
