Sure you can get a passport. But why would you need one if you are on probation? You're not supposed to leave the state until you're off probation. Are you intending to flee the country in lieu of completing your probation? Just wait until you're off probation so you don't end up violating yourself.

Yes you can get a passport, since it is a valid form of ID. Now you may not get a VISA to enter varoius natoins, depending on your crime, also your probation officer will have to OK any travel well in advance.
