    When an individual rents a house, are they allowed to use that as a tax deduction? If so, what Georgia form does that require to do so?

    No, paying for your own rental home is not a tax deduction, it's like paying your phone bill or paying for groceries, it's not tax-deductible.

    On the federal level, no. I don't know about individual states.

    No, in GA ( or any state that I know of) house rental is not deductable, only interest on the mortgage when you are buying,
    Even buying a home, your payments are not deductable.
