    In the state of Virginia, is it illegal to run a contest where there is an entry fee and a cash prize is awarded? Keep in mind you are not eligible to win a cash prize without paying the entry fee.

    Ever heard of Bingo? Not all Bingo games are strictly for volunteer fire departments, etc.
    It's legal. VA does have State Lotteries also.
    If you don't pay, you can't play.

    You might want to look here http://www.gambling-law-us.com/State-Laws/Virginia/, Virginia has some strict laws on gambling/games of chance. This may or may not apply to your situation, if in doubt you can always ask the city attorneys office.

    I have checked the state law regarding gambling and still have questions. I didn't think about checking with the city's attorney. Thanks for the info...

    If you do this wrong, they'll try to put your *** in jail. Therefore, you need an attorney. Hire one.
