I have a Craftsman push mower, model #917.387620.
The cord is stuck.
It won't start the mower.

Any advice?

Think there are about 4 bolts that hold the engine shroud where the starter rope is

Could be the engine brake on the outside of the flywheel not working properly. Which in turn will have the kill switch activated.
