Hold down the Shift key as you click on the link, or right-click on the lnk and select 'Open in new window'.

When you design the web page you can dictate whether a link uses the same window or spawns a new window.
In Firefox, with its tabbed browsing and using a plugin called tabbrowser preferences can have full control over how links are opened.
