Does one play dimnished whole-tone scales only in music with minor harmonies, or can minor scales other than dorian be played.

I'm not sure I fully get your question, but you can certainly play diminished scales over diminished chords. You can also play them (a half step up) over 7b9 chords. You might even try diminished scales over any dominant chord, but I wouldn't make that your only approach to dominant chords.
