My Jacuzzi tub has a moen two handle faucet. The water temp from the faucet is too cool for bathing. The adjacent shower and sink are plenty hot. Does the faucet control the water temp and is it adjustable?

So how hot is the hot water if you keep the cold faucet shut off completely? It should be just as hot as at the sink but the volume or flow may be weak, try it.
