I spoke to IRS representative today about my 2004 tax refund.
When I ask them where my refund check is for 2004 they told me that they have to verify some information about me before disclosure any information.
The problem is that the address I provided to them is incorrect.
They ask me questions for my 2003 refund before we can discuss 2004 tax return.
Tax preparer company in Ireland filed my 2003 return.
I have their address but IRS told me it is does not much with their records.
At this point IRS representative told me that they cannot discus any other information with me and they suggested me to visit the nearest IRS office.
I am not in USA and I cannot do that even if I want to.
My question is can I file Form 8822-Change of Address without write down the OLD ADDRESS on line 6a.
Can I just put ONLY my new address after that signed and mailed to IRS?
Is that going to help?
Can I authorize my friend in USA to represent me before IRS?
In this way, he does not have to explain the address from my 2003 return.
Can he walk in any IRS office with signed Power of attorney and get the information on my behalf?
Any suggestions are welcome.
