I cannot shut down or restart unless I use "turn off" twice. On the first time the desktop becomes gray and that's all/

I am not positive this will solve the shutdown issue, but I think it's worth a try.

Go to Start / Control Panel / Performance and Maintenance / Power Options Tab.
Then, click on APM; Enable Advanced Power Management Support.
Click on Apply, then Ok.
Re-boot.
