Is your AP throwing IP ? Or you need to put one manually ?
I think most ISP's will tell you to power down -- TURN OFF ---> Computer TURN OFF
---> Router TURN OFF ---> MODEM ((((( WAIT 5 minutes ))))) Start ---> Modem
Now Reset Modem ---------- Start ---> Router --------- Now Reset Router

NIC card -- Then your compouter need some tweaking!! Is this wireless??
The most common cause of this issue is an incorrect WEP key. Is your wireless network security enabled? Is MAC address filtering turned on?
Disable all security on your wireless so that it is a completely unsecured network. Remove any WEP key from your wireless settings on your laptop. Now try to connect.
If you are able to connect unsecured then turn the security back up, re-enter any WEP keys and try to connect again.
If you are using the Intel Pro-Set wireless software to manage your wireless connection you need to get the latest version, there is a known bug in older versions when connected to secure networks.
