My brother received an eviction notice dated 1-28-08 on 2-4-08 stating he had to make arrangements to be out of his apartment by 3-15-08 due to water service being shut off. On 2-5-08 there was a notice on his door stating he had to be out by 2-20 due to non-payment of rent. He had an oral agreement to pay monthly with half of the rent by the 15th of each month and the other half by the 30th. He was paid up through the end of January. Does he have any leeway on when he has to be out?

Leeway?? Well, the 3-15 date will come and go before the sheriff shows up to put him out, if that's what you mean by leeway.
