Our servive has two panels. When my master electrican was testing he measured the leak to be 14 volts. When he shut off the panels the remaining open panel had voltage of less than 14 volts. He also went breaker by breaker to find if one breaker turned off would isolate the problem. All connections in both boxes are tight. We have copper inside pipes which serve as ground. We have one grounding rod.
