    Do I have to shut the gas off in the basement to do this? Or can I just shut it off at the valve? And what do you mean by a 220v line?

    Go as close to your main gas line and close the shut off that goes to the stove. If the swicth out to electric is a permanent change I would cap the gas pipe, be sure to use pipe compund or yellow teflon tape in the cap.
