Did you install xp to a clean formatted drive, there is no floppy or cd in the drives
Is there any extra hardware attatched, printer, scanner, etc..
When PC starts, get into BIOS and set the Bios defaults and restart
    What model PC?

    Q. "after i install windows Xp.welcome screen appears"
    A. That's normal if you only specified 1 user during XP setup

    Q. "after that im unable to go login screen"
    A. Go to: start > control panel > user accounts > change the way users logon (remove check against "Welcome" screen to restore your logon prompt page)

    Q. "the computer is always restarting over and over again..."
    A. I'm assuming you meant it keeps restarting without showing you the logon screen
