I have a question, 2 days ago I felt my tile hot and my water meter going crazy, I turned off all the valves and the water was still running, I even turned off the water heater, but it was still going. I called a plummer and they told me that I had a copper pipe break under the foundation, they told me that the best solution is to repipe the house, but now there is water coming from the bathroom under the toilet and shower. The water is going under the foundation. Is it possible for the water to go under my tile floor. What should I do. Please answer me. They are going to charge me a lot.

Yes, a supply leak is under much pressure. It can break concrete in certain circumstances.

Get that water shut off at the "curb"... or wherever the city supply shutoff is - then call for 3 more estimates.

Ask each one for their recommended options.

If the floor feels hot then your water line after the water heater is broken. Shut off the supply to the water heater and you will still have cold water to the trest of the hose. It will take several days to locate and repair this break. In the meantime your home could become unliveable due to not hot water and construction debris, pretty much up to you but I'd ask my home owners insurance guy about coverage. Some plumbing contractors have equipement to locate leaks under a slab. They break the floor, bag the dirt, repair the pipe and refinish the floor. I would not think the guy who want to repipe your whole house would be on my list of 3 estimates.
