The movie I'm looking for is from the 90's or 80's and has been on my mind for awhile now. :(
The movie is about a cop who meets a small humanoid like creature, who has come up from underground with a mission. His mission is to recharge a crystal with light from the sun and take it back to his people who live underground. But before doing so, he loses the crystal to 'I think to the bad guy the cop was chasing.
