I have heard that if there's a possible 'careless driving' offence that the driver can attend a safety awareness course in lieu of the points,and if this is so can the driver attend if they have already attended a similar workshop for speeding? N.E. England UK.

This varies from force to force.
If they don't offer the course then it simply isn't available.

Your only option is to take the points and the fine.
