I wonder if anyone can help me out to find how I can launch radio channel over xm radio? Who to contact or where to go?

If not then how you can broadcast your own radio channel to the public legally?

Its non profit channel and willing to invest good sum of money in it if someone can help me through.. I appreciate any help given even for compensation.
