Looking for a kids movie from the 80's (?) about a princess and a crane?

I know the question title says a crane, but what I meant was a HERON.
I'm trying to find a name of a movie, made in the early 80's or possibly even 90's. It's animated. To start it's not the SWAN PRINCESS.
From what I remember there was a girl, who I think was a princess and she gets turned into a HERON. There is a boy who she is in love with and he gets turned into a HERON in the end as well I believe, and they fly off together. (he's gray and she's pink I think) There was some kind of evil guy who was after crystals or something (this may not be accurate as my memory is a bit fuzzy), and he turned them into Herons to keep them apart. In the end the girl is unable to turn back into a human so the boy says he will change into a heron to be with her. For some reason I also think that this movie started as a grandmother/grandfather telling this legend to their grandchild.
That's as much as I can remember. I've been dying to track down this film so if anyone has any ideas as to what it is called, please let me know.
Again it's not THE SWAN PRINCESS.
