    Charge Off debts
    In 1997 I opened an account with a bank. On my credit report, the bank has posted the account as an "charge off" and a written bad credit. 2007 the account was closed.

    A Collection agency has sent me a summons to appear(or not) for payment and fees.

    Does the Statute of Limitations start at the close of the account(2007)? Can the collection agency send me a summons from the City Court of the town where I live?

    Generally, the SOL goes from the last activity on the account. And normally a suit would be filed in the county you reside.

    Note also that the bank charging off the debt has no impact on your obligation to pay that debt.
